Saudi E-Invoicing:

Engineer the clearance and reporting flows correctly.

Saudi Arabia is already operating at national scale. ZATCA’s July 2026 Wave 25 announcement brings taxpayers with VAT-subject revenue exceeding SAR 187,500 in 2022, 2023, 2024 or 2025 into Phase 2 integration by 1 February 2027.

Two operational flows

Clearance and reporting, handled as designed flows — not exceptions.

Standard B2B/B2G tax invoices are cleared through Fatoora before delivery to the buyer. Simplified B2C invoices follow the reporting model and are reported within the required window. Businesses that operate both channels need transaction classification, routing and exception logic designed into the integration.

What Phase 2 Changes

Five things that change when wave 25 applies.

01

Fatoora integration

Integration of the taxpayer’s e-invoicing solution with ZATCA’s Fatoora platform.

02

Structured format

Structured invoice format and additional required fields.

03

Cryptographic controls

Cryptographic and security controls defined by ZATCA.

04

Real-Time handling

Real-time or near-real-time handling of clearances, acknowledgements and failures.

05

Operational monitoring

Operational monitoring so a rejected or delayed invoice becomes an exception to manage, not a hidden transaction.

For SMEs

For SMEs, the architecture matters more, not less.

Wave 25 reaches businesses that may be running lighter accounting platforms or customized systems without a large internal integration team.

The right response is usually a focused compliance layer and disciplined data cleanup — not an unnecessarily large ERP transformation project under deadline pressure.

Integration options

Built around your invoice-generation point.

API-Led integration

For modern ERP platforms, Techminds supports API-led integrations that connect directly into Fatoora.

Middleware patterns

For systems such as Tally or legacy applications, Techminds applies middleware patterns designed around the existing platform.

The implementation is designed around the actual invoice-generation point, not around a preferred ERP sale.
